modules/swagger-codegen defines maven-javadoc-plugin under <reporting> without a <version>. The parent POM only pins the javadoc plugin version under <build><plugins> (not <build><pluginManagement> / <reporting>), so Maven may fall back to its default reporting-plugin version during mvn site, leading to unexpected/old behavior.
