Add license notices for third-party CI actions (#206)
The swiftlang org disallows third-party GitHub Actions unless they appear on an org-wide allow list. Adding `astral-sh/setup-uv` and `zephyrproject-rtos/action-zephyr-setup` required legal review, which approved both on the condition that their license notices are committed alongside the workflows that consume them.
