Incorporate 8760s of ancillary cost data for NY into all runs

Why

Improve supply MCs.

How (optional)

• Update sheet with new ancillary MC
• We pass this through to RI runs already… make sure that the wiring is all there to do the same for NY runs once the sheet is updated
• Re do all NY runs under new batch
• Re do master bills and bats
• Validate bills and bats
  • Supply residual should shrink, so BAT / subclass revenue requirement results should change somewhat
  • Delivery bat should be unaffected
  • Delivery and supply bills should be unaffected in runs 1 and 2

Deliverables

• Updated google sheet
• Validated master bill and bats in s3
  • JPV will then add to the report and diff the results
