Closes #162.\n\n## Summary\n- Temporarily relax ErrorActionPreference around the expected missing-release probe in the publish step.\n- Capture LASTEXITCODE, restore Stop, then create or upload release assets.\n\n## Validation\n- Previous v0.1.0 run built and signed successfully, then failed only because gh release view emitted the expected release-not-found error.
