Summary

change the packaged Windows uiAccess manifest from highestAvailable to asInvoker
update uiAccess package verification to require asInvoker with uiAccess
update README uiAccess packaging requirements

Verification

npm test
npm run typecheck
npm run build
npm run package:win
npm run package:win:verify-uiaccess
