[BUG] <oauth-config file='null_config'/> does not work on Server 2024.2.6

Describe the bug
Since 2024.1, you can specify <oauth-config file='null_config'/> in manifest.xml instead of having to embed one. Original issue here: #1108 (comment).

This works as expected on Tableau Desktop 2024.2.6, but on Tableau Server 2024.2.6, I got this error when trying to register an OAuth Client

The custom OAuth Config file is invalid.
What to try next:
Ask your Tableau admin to check the logs for more details on this issue.

I am sure <oauth-config file='null_config'/> is the root cause of this error. I moved template.xml back to the connector folder, and changed manifest.xml to <oauth-config file='template.xml'/>, it worked.
