Python 3.13 support

Hey, why this issue is left behind? It is 4 months. I think this issue is more important now.

I can HARDLY wait anymore.

I decided to check https://docs.taichi-lang.org/docs/dev_install

But I got several issues in build.py, so needed to fix by #8749 (I also pushed my (tentative) binary wheel (for Python 3.13) there.

According to https://github.com/taichi-dev/taichi/actions/runs/16643965331/job/47100055793, it should have a module for Debian 13.

@feisuzhu is that correct? The module should be available for Python 3.13?
