Add Potato annotation tool

Adds Potato (POrtable Text Annotation TOol) to the Text (open source) and Multimodal (open source) sections.

Potato is a free, open-source web-based annotation platform with:

• 21+ annotation types (NER/span, classification, coreference, entity linking, agent trace evaluation)
• Built-in quality control (MACE, attention checks, gold standards, adjudication)
• AI-assisted labeling with 11 endpoint integrations
• 300+ clonable example annotation tasks
• Crowdsourcing integration (Prolific, MTurk)
• Support for text, image, audio, and video annotation
