Bug: Does not react on old issues

Describe the bug

• Issue Use List data structure at Keyword.of() JabRef/jabref#13602 was assigned on July 29.
• Assignment reminder was sent at August 14.
• No activity no pinned - but NOT unassigned.

Steps to reproduce

I am guessing:

3. Have a repository with an assigned issue 2 months ago
4. Ensure that the repository has 2.000 issues
5. Configure timeout for 2 days
6. Run the action
