Ship binaries on PyPi

This is a crazy good tool, and if it now just shipped on pypi and I could tell people to run uvx tectonic as the last command they'll ever need to compile latex, that would be huge!

btw I set this up in https://github.com/dwahdany/tecto. Since tectonic was used, it ships on pypi as tecto. When you decide to ship there, I'm happy to hand over the pypi project. For now it just mirrors the the github releases and uses them to enable uvx tecto X.tex without installation.
