Add the "CI summary" aggregation job to the CI workflow so the required status check is reported on this release branch. Without it, dependabot PRs targeting release-v0.76.x are blocked because the required "CI summary" check never reports. This mirrors the job already present on release-v0.77.x and newer. CI summaryaggregation job to the CI workflow onrelease-v0.76.x.This required status check is configured in branch protection but does not
exist on this release branch, so any PR targeting it (notably dependabot
updates) is permanently blocked in tide waiting for a check that never
reports. This job mirrors the one already present on
release-v0.77.xandnewer branches.
