Updates the wording of the T2-T5 network upgrade pages.

T2, T3, and T4 are all live on Moderato and Presto, but their pages still read as if the upgrades are upcoming. This PR moves them to past tense and removes pre-activation framing so readers landing on them today aren't confused about status. T5 only gets minor polish since it's still scheduled.

T2 (/protocol/upgrades/t2)

  • Add :::info[T2 status] callout matching T4's pattern
  • Rewrite "T2 is Tempo's next network upgrade" → "T2 built on T1 and introduced…"
  • Drop pre-activation "Action required" admonition
  • Past-tense the customer use case and TIP-1017 "What this enables" copy
  • Normalize all TIP links to tips.sh

T3 (/protocol/upgrades/t3)

  • Add :::info[T3 status] callout
  • Past-tense the lead sentence and node-operator guidance
  • Collapse the "Before activation / After activation" bullets into a single post-activation statement
  • Drop "branch on network version" guidance (no pre-T3 networks exist)
  • Drop the migration-checklist "after T3 activates" qualifier
  • Remove the Accounts SDK caveat note (confirmed by maintainer)
  • Normalize all TIP links to tips.sh

T4 (/protocol/upgrades/t4)

  • Drop "T4 is Tempo's current network upgrade" framing (T5 is imminent)
  • Convert bare https://tips.sh/1046 URL into a proper markdown link
  • Populate Compatible SDK releases table from v1.7.0 release notes (tempo-alloy@1.7.0, tempo-primitives@1.7.0, tempo-contracts@1.7.0, Foundry nightly) instead of the "will be listed here as they ship" placeholder, and link to Developer tools
  • Past-tense the TIP-1031 description and use Pre-T4 / Post-T4 instead of pre-activation / post-activation
  • Normalize all TIP links to tips.sh

T5 (/protocol/upgrades/t5)

  • Rename the status callout title to T5 status for consistency with T2–T4 and tighten the body copy
  • No tense changes — T5 stays scheduled
