feat: add funding rates data service

Adds funding-rates to schemas/services.ts.

Service summary

Real-time perpetuals funding rates and cross-venue arbitrage spreads. Single-venue current rate, per-symbol summary, and ranked best-spread arbitrage pair - decision-ready for trading agents.

• Provider: Data MPP Labs (https://data-mpp.cloud)
• Service URL: https://funding-rates.data-mpp.cloud/
• Live: GET /health → 200 (https://funding-rates.data-mpp.cloud/health)
• Payment-gated: GET /v1/funding/current → 402 with realm="funding-rates", method="tempo"
• OpenAPI: https://funding-rates.data-mpp.cloud/openapi.json
• Pricing: $0.01-$0.05 per call
