Adds a source-blind build-test variant to the Documentation Audits rule: have a doc-only agent write a minimal integration from the compiled docs alone, then compile-check it. An explain-only audit can pass while a doer is still blocked (e.g. undocumented trait/function signatures, or how to construct core objects).

Motivated by a tidu-rs docs session: the explain-only audit rated architecture understanding High, but a doc-only build attempt was blocked by an undocumented Primitive trait signature and missing graph-construction docs.

Also adds a minimal validate-rules workflow (checks rules/index.md links resolve) as the required status check that gates auto-merge on this repo.
