chore(release): bump workspace version to 1.10.0 (#557)

Bump workspace version for v1.10.0 release containing:
- Unified routing system with keyword extraction, multi-strategy selection
- Learning capture system with `learn correct` subcommand
- Medical knowledge graph extensions (SNOMED, PrimeKG)
- Dynamic Ontology pipeline and HGNC gene normalization
