Define a spec test suite

The request language specification needs implementation agnostic tests documenting specific behaviors.

Test

Each test would include:

• A request file
• Inputs (environment, prompts, secrets)
• Mock response
• Expected output

This is similar to the request files in the examples directory but with inputs and expected output.
