Update the promql engine to be based off Prometheus 3.11.1.

Depends on the thanos-prometheus nocopy branch updated to 3.11.1 too: Tree https://github.com/ringerc/thanos-prometheus-patches/tree/nocopy replaces https://github.com/thanos-io/thanos-prometheus/tree/nocopy_03060rc0 ; presumably this tree would need to be imported into https://github.com/thanos-io/thanos-prometheus, but I didn't raise a PR as it makes no sense to pull the changes for 3.11.1 into a branch named after version 3.06
