row.delete() isn't deleting the row from the sheet, it's just clearing the values from each cell

I'm trying to completely delete a row from a sheet but the method is only clearing the cells...

Deleting rows is working for me.

Can you share an example sheet? Maybe its an issue with the data itself.

This is a copy of the sheet in question, the "All Totals" sheet is where the attempted row deletions are being performed unsuccessfully:

Although I just tested this on this copy sheet and noticed that although it deletes the row that I want, it then create a new empty row at the bottom, how would I stop that from happening?
