WCA Delegate Management Policy 1.0
Motivation
This proposal was initially motivated by a document written by Ekaterina Kaneva and Alexander Katyukov. The aim is to create a fair and objective system that addresses the current subjectivity in delegate appointment, as well as to enhance delegate education.
Changes
This PR introduces a new WCA Policy managed by the WQAC, as well as changes to existing documents to accommodate for the new policy.
