default import of theme folder is disabled?

In this commit https://github.com/thomasdarimont/embedded-spring-boot-keycloak-server/commit/fada0dbcb108690946ce51e6227991f3a8f30a0a the enabled property of the theme config is set to false by default.
Is this correct?

When upgrading I noticed this default behaviour and it caught us off guard.
I was just curious for the reason behind this default, is it a security consideration?
