gateway panics on using the latest zosbase

Describe the bug

tried using the latest zosbase, I changed nothing regarding gateway module or networkd and still it keeps panicking

To Reproduce

try to run a local node using my branch use-registrar-client with local zosbase having the latest in main branch, check the node logs and it panics

look like it is an issue with zos4 only checked some nodes zos and zoslight on devnet which uses latest zosbase looks good

we removed gateways module temperately from zos4 as it was dependent on the chain to get the domain, so not getting the domain cause the module and netlight to panic, so removed for now and will be back to it after we have all workloads implemented
