https://hosted.weblate.org/projects/tb-android is not locked for translation

Actual behavior

https://hosted.weblate.org/projects/tb-android has been returning "The translation is temporarily closed for contributions due to maintenance, please come back later." for a while now.
Is that meant to be?

@AO-LocLab Thanks for reporting. We are aware, our Weblate plan was exceeded and it took a bit to upgrade. This is resolved now and we could finish the project changes: #10865. Once that is done we will open Weblate again.

@AO-LocLab We migrated to a new weblate project: https://hosted.weblate.org/projects/thunderbird/ and added all reviewers similarly to the old project. This should help to add all the different mobile related apps in one place. If you experience any issue please tell us.
