Gradle introduced new license terms for caching that we would not accept, see v6.0.1 Therefore we need to change the caching behavior before updating to any v6.x.x+ version.

Gradle added a new basic cache provider that is not affected by the licensing issues v6.1.0.

Once this is merged, we could update to the latest gradle setup action.
