Resolves #855
The panels have position adjustments to limit the offsets to fit within the screen. That seems to work well besides the expectation the menu is left and the overflow right hand side. This just flips the direction of the alignment tweaks for RTL document orientation.
(Also improves footer heading alignment for RTL while at it.)
