Docs: DOC-3529 - Remove plan and pricing partial references from premium pages (#4201)

Delete the unused purchase-premium-plugins partial and remove every
reference to it, along with the now-orphaned pluginminimumplan attribute
that only fed that partial. The includes were already commented out on
this branch; this completes the cleanup so the documentation holds no
specific plan or pricing information.
