ROS Noetic EOL: openrtm_aist_python doesn't build on buildfarm

Hey maintainers!

Are you aware that ROS Noetic End-of-Life is May 31st, 2025?

Your package doesn’t build on some platforms on the ROS 1 buildfarm:

• https://build.ros.org/view/Nbin_uF64/job/Nbin_uF64__openrtm_aist_python__ubuntu_focal_amd64__binary/
• https://build.ros.org/view/Nbin_ufhf_uFhf/job/Nbin_ufhf_uFhf__openrtm_aist_python__ubuntu_focal_armhf__binary/
• https://build.ros.org/view/Nbin_ufv8_uFv8/job/Nbin_ufv8_uFv8__openrtm_aist_python__ubuntu_focal_arm64__binary/

If you want to fix this, you must fix the issue and make a new bloom-release by May 16th. If you want your last ROS Noetic release to include new features, then you must bloom-release before May 13th.
