ci: Anchor datacenter-gpu-manager-4-core version

What does the PR do?

Recently DCGM released 4.3.0 and broke triton build. Install an old version (4.2.3) of datacenter-gpu-manager-4-dev will attempt to install the latest version (4.3.0) of datacenter-gpu-manager-4-core. Anchor the version of datacenter-gpu-manager-4-core to the old version to unblock the build.
