The USB-A connector component does not show up when plugged into my Framework Laptop 16. No entries show up in dmesg, and lsusb does not show the device. It works just fine with USB-C, but not USB-A.
I tested on my desktop PC as well, and the USB-A connector is working just fine there. On both laptop and desktop, the USB +D shows 3.3V, but nothing on D-. The power pin is a solid 5V. LEDs light up, PIN unlock works, but nothing shows up in my operating system (NixOS).
I've added the suggested udev rules and, in my case, the NixOS config. The Framework Laptop uses a USB-A expansion card. It works with various USB devices, including a USB2 drive I tested.
