- Replace tombstone Makefile with proper build orchestration
- Add build.yml as single source of truth for SDK paths and overrides
- Add gen-env.py to generate .env from build.yml (host-arch aware)
- CMakeLists: fix RUNTIME_DIR path, restore host arch detection for SDK, add tsi-rt/shim include, drop stale TsavRTShimCAPI.cpp.o reference
- tsi-pkg-build.sh: convert from source-only to plain executable, remove aarch64 hardcode, add RUNTIME_DIR override support
