codecov: uucore::features::proc_info::tests::test_pid_entry always fail?

it always fails

if this is true, it should fail the CI

Quite a few others are failing consistently and still passing the test suite. I thought it was a bug with coverlay but it turns out its accurate

The two failing proc_info tests I am able to find and they both don't have any use in the utilities themselves. I am having difficulty finding the other test failure runs. Something appears to be misconfigured and identifying those tests as failing even though I am unable to find the failing runs.
