selinux GNU tests rebuilding gnu binaries

Was investigating the regressions with the selinux tests it appears that with the change that was made to stop the the rebuilding the gnu binaries again #10907 the selinux tests began running the gnu test suite which caused two tests to fail due to our patches in build-gnu with our more verbose error messages. Ideally we would put something in the build-gnu script that stops the rebuild to occur when the gnu tests are run

coreutils/util/build-gnu.sh

Lines 123 to 124 in 94f9224

	# Stop manpage generation for cleaner log
	: > man/local.mk

is not working.
