Adds groupsync capability to
proddeployment of hypershift pattern.Aligns oauth/groupsync configurations since they are both using github as the provider. Addtl providers will be added.
Additional secrets from github are required for github app (which is what groupsync uses to stay in sync) - see values-secret.yaml.template
