[Feature]: PHP: Have it check to ensure all dependencies are installed before installing PHP

1. Your usage scenarios?

I am trying to install PHP using vfox and everytime I run vfox install php, it will always fail to install/build php since some dependency is not installed on my system.

2. What is your expected outcome?

When I run vfox install php to check first that I have all of the dependencies and tell me which ones are missing which are needed to install PHP.

I am on Ubuntu BTW

I did get PHP installed on Ubuntu after installing all of these dependencies...

$ sudo apt-get install -y autoconf2.13 autoconf2.64 autoconf bash bison build-essential ca-certificates curl findutils git libbz2-dev libcurl4-gnutls-dev libicu-dev libjpeg-dev libmcrypt-dev libonig-dev libpng-dev libreadline-dev libsqlite3-dev libssl-dev libtidy-dev libxml2-dev libxslt1-dev libzip-dev pkg-config re2c zlib1g-dev libsqlite3-dev libcurl4-openssl-dev libgd-dev libgmp-dev libsodium-dev
$ vfox install php@8.5.4

I was able to get most of the list from here https://github.com/php-build/php-build/blob/master/install-dependencies.sh

Please have vfox check for these dependencies before attempting to install which will make install times take 5 minutes compared to 2 hours.
