Save new data in the OPFData format

.mat -> PowerModels -> JSON -> HeteroData

I'd like to accomplish two things:

• Convert any .mat file/pandapower net/PPC to PowerModels, solve it, and then save it in the OPFData format
• Create new topologies from existing OPFData, solve them in PowerModels, etc.
