Implement wrapper class(es) for Neuroglancer data formats for tissue-map-tools

These wrapper classes would accept the local path to the neuroglancer output files/folders written by tissue-map-tools, and would serve the files or folder similar to how we serve local AnnData zarr stores or SpatialData zarr stores.
