i18n: add de_DE script-translation JSON#56

Generated via `wp i18n make-json languages/ --pretty-print` (inside a wordpress:cli container — no host PHP install needed). 26 KB JSON covers German translations referenced by assets/js/admin-settings-app.js via wp_set_script_translations(). Pairs with the de_DE.po / de_DE.mo files shipped in v1.8.7. Without this JSON, the React settings app falls back to English even when site language is set to de_DE, because WP loads JS translations from JSON script-translation files, not the main .mo.
