tracing.startHar() / tracing.stopHar() expose HAR recording as a first-class tracing API, with the same content, mode and urlFilter options as recordHar. The returned Disposable makes it easy to scope a recording with await using:

🔒 Remove Observatory package dependency

Inline the reporter design-system code so the CLI no longer depends on the dead @vizzly-testing/observatory package. Keep reporter workflows green while dropping the package and its transitive dependencies from the lockfile.
