Add two daily gpt-oss benchmark cases to test the fix from failure to success.
Extend the timeout for vllm serve during model loading by setting VLLM_ENGINE_READY_TIMEOUT_S=1800.

The two cases originally in daily_gpt_oss_120b_tpu7x.csv
