Add new dependencies for Hugging Face and logging

Added the following packages to the project dependencies: huggingface-hub, hf-xet, loguru, regex, safetensors, and tokenizers. These additions enable support for Hugging Face Hub integration, improved logging, advanced regular expressions, safe tensor serialization, and efficient tokenization.
