After Upgrading to Docker 18.09, vsphere plugin is inconsistent #2098
After upgrading from Docker 18.03 ee to 18.09 ee, the vsphere plugin is very inconsistent on listing volumes. Sometimes the volumes show, and sometimes they don't.
