diag(reorder): bump vxcore to instrumented build for CI diagnosis

Temporary: points vxcore at a209959 (cache/manager logging in
SetChildrenOrder/CreateFolder) to capture why the reorder sees current=0
on the 2-core CI runners. Reverted once root cause is identified.
