This MR introduces support for live voice functionality in VeADK, enabling real-time voice processing and interaction capabilities for agents.

key changes:

1. Added live_voice tool implementation to handle real-time voice input/output
2. Integrated with Volcengine's voice processing APIs for speech-to-text and text-to-speech conversion
