Utilities for identifying and resyncing bad state and storage data

• Tool to regenerate state roots from set of state diffs (with or without state caches)
• Use the above to detect and mark for resync bad state and storage data
• Can receive notifications of bad data from clients to direct process to specific sections of data
• Ongoing background process to automatically detect bad data and "seal" complete/correct data
