Refresh W3C Chair Buddy System page, simplify process

The page mentioned the no longer active Working Group Effectiveness Task Force,
a mailing-list that got disabled after a few years of inactivity, and a list of
buddy-mentees that is no longer current. This update instructs interested
parties to reach out to the W3C Project Lead (myself for now) to self-declare,
and drops the list of buddy-mentees, which seems less long-lasting in essence
than the list of buddy-mentors.
