Can we add an example that supports ibmcloud dev create

Currently if I create a template node + express starter kit in ibm cloud with a toolchain and then add a create react app with the sample code provided or copy in the example code I get a few errors.

1. Error is that it complains about multiple linter version (one in the starter kit and 1 in CRA.
2. on a git push the toolchain does its thing and fails on linter checks

it would be nice to have a configuration that works cleanly with ibmcloud dev and the existing tools chains etc

In my environment I have been deploying to code engine.
