In order to have a reliable way to disable a user account, here is a command that we can use for it. (similar to: https://github.com/wbstack/api/blob/main/app/Console/Commands/User/ChangeEmail.php)
It is called Disable because it definitely shouldnt be mistaken as a GDPR compliant deletion
Only works if user manages no wikis
