fix(runtime): tree-shake unused RSC and hydration runtimes

Summary

• add semantic compile-time flags for RSC and hydration:
  • MODERN_ENABLE_RSC
  • MODERN_ENABLE_HYDRATION
• exclude the RSC client runtime when server.rsc is disabled
• exclude the hydration runtime and @loadable/component dependency chain from pure CSR bundles
• preserve hydration for SSR and SSG builds
• add CSR development and production bundle regression tests

This reduces the affected production client resources by approximately 34.5 KB raw and 8.4 KB gzip while preserving existing RSC, SSR, and SSG behavior.

Bundle Size

Measured using the production build of a standard Modern.js scaffold project with RSC disabled:
