Summary
This PR stabilizes the watch-mode environment comment e2e coverage by moving the case into its own test file and waiting for more specific watch lifecycle output before mutating the fixture. The rerun now uses a non-behavior-changing source edit so the fixture still passes while verifying that only the environment-comment test file is rerun.
