Currently the editing/edit-context/edit-context-input.tentative.html test expects getTargetRanges() to be empty for beforeinput events sent to EditContext editing hosts (and indeed it is empty on Chrome). But my impression based on the standard and the discussion here is that we want to have valid ranges for non-canvas EditContexts.
