Add optional `role` field to `CustomElementDeclaration`

`ElementInternals` allows element authors to assign implicit roles to elements. `CustomElementDeclaration` should have an optional `role` or `implicitRole` field to document this. Tooling like aXe, lighthouse, or `cem mcp` should use this to perform audits.
